2.1 Types of Proposals
There are three primary types of proposals within the Cathedral Foundation DAO:
Governance Proposals: These proposals involve changes to the DAO’s Constitution, governance processes, or key operational structures.
Funding Proposals: These are requests for funding from the DAO’s treasury to support projects, initiatives, or departments.
General Proposals: These cover any other matters, such as partnerships, strategic initiatives, or community-driven ideas that do not require constitutional changes or funding.

2.1.1 Proposal Submission
Any verified CATH token holder can submit a proposal. Proposals must contain clear and detailed information, including:
Objective: A concise explanation of what the proposal seeks to achieve.
Impact: How the proposal will benefit the DAO or community.
Budget (for funding proposals): A clear breakdown of the funds required and their intended use.
Timeline: Expected timeline for the project or initiative.
Milestones: Key deliverables or progress points.
2.1.2 Proposal Submission Flow
The Cathedral Foundation DAO has a structured and inclusive proposal submission process that ensures the community plays a key role in decision-making while maintaining a clear, tiered system based on token holdings and KYC verification. The flow is designed to enable discussion, community sentiment analysis, and both off-chain and on-chain governance actions.
Step 1: Pre-Proposal Discussion
Discord Submission: Any member holding between 300,000 and 500,000 CATH tokens can submit a pre-proposal in the private Discord channel designated for early-stage discussions.
Community Feedback: The pre-proposal will be open to feedback and discussion within the community. Members are encouraged to voice their opinions, suggest improvements, and assess the potential impact of the proposal.
Sentiment Check: Based on the community’s feedback and general sentiment during the discussion phase, the proposal can move forward if it garners sufficient support.
Step 2: Off-Chain Voting on Snapshot (Pre-Approval)
Snapshot Submission: If the community sentiment is favorable, the proposal is submitted to the Snapshot space for off-chain voting. Members holding between 500,000 and 1,000,000 CATH tokens are eligible to participate in this voting phase.
Off-Chain Voting: The off-chain voting serves as a pre-approval mechanism, where token holders can indicate their support or opposition to the proposal. This step ensures that the broader community agrees before moving the proposal to the final, on-chain approval process.
Snapshot Voting Results: If the proposal passes the off-chain Snapshot vote, it moves to the next phase for final approval.
Step 3: On-Chain Voting and Finalization (Aragon DAO Space)
On-Chain Submission: Upon successful off-chain approval, the proposal is submitted to the on-chain Aragon DAO space for final approval and implementation.
Eligibility: Only members holding more than 1,000,000 CATH tokens and who have completed the KYC process are eligible to vote on-chain in Aragon. This ensures that high-stakes decisions are made by trusted, verified members with a significant stake in the DAO.
On-Chain Voting: The on-chain voting process is binding, and if the proposal passes, the Aragon smart contracts automatically implement the necessary actions, such as fund allocation, governance rule changes, or project initiation.
2.1.3 Token Holder Participation in Proposal Phases
The proposal flow includes varying levels of participation based on the number of CATH tokens held by members and their KYC status:
300,000 to 500,000 CATH Tokens: Members in this range can post pre-proposals on the private Discord channel, contributing to early-stage discussions and idea generation.
500,000 to 1,000,000 CATH Tokens: Members in this range are eligible to vote on off-chain Snapshot proposals, participating in the pre-approval process.
1,000,000+ CATH Tokens and KYC Verified: Members with more than 1,000,000 tokens and who have passed KYC verification can participate in the on-chain voting through Aragon, having the final say in binding decisions.
Transparency and Accountability
Throughout the proposal process, transparency is maintained through on-chain tracking and public availability of all votes and governance actions. This ensures that all decisions are verifiable and aligned with the decentralized ethos of the Cathedral Foundation DAO.
